NZTA Motor Vehicle Register Statement

When a parking breach occurs, Secure Parking NZ is authorised by Waka Kotahi NZ Transport Agency (NZTA) under section 241 of the Land Transport Act 1998 (LTA) to obtain the name and address of the registered person of a vehicle from the Motor Vehicle Register (MVR). The Gazette Notice confirming our authorised access is available here:

In accordance with the Gazette notice, this access may occur in the following circumstances:

Where a vehicle has been parked in a car park, enforcement of which is managed by Secure Parking NZ, in breach of the parking terms and conditions; or
Where there is clear footage of a motor vehicle causing damage to property in a car park, enforcement of which is managed by Secure Parking NZ; or
Where there is clear footage of an occupant of a motor vehicle entering or leaving the vehicle, and of the occupant causing damage to property in a car park, enforcement of which is managed by Secure Parking NZ; or
Where there is clear footage of a vehicle breaching the conditions of a special vehicle lane, such as High Occupancy Vehicle lanes, the enforcement of which Secure Parking NZ has been contracted to manage, on roads owned or managed by an airport authority.

The information obtained may be used to:

send notices to the registered person advising them of the breach of the parking terms and conditions and requesting payment (including details of possible methods of making payment); or
provide the registered person information to debt collection services for the purposes of lawfully collecting the debt.

You may choose to “opt out,” which means notifying the MVR that you do not wish to have your name and address made available under section 241 of the LTA.

If you have opted out and your details are not returned, NZTA may still authorise access under other provisions of the LTA. This may occur where NZTA determines that information may be disclosed in accordance with applicable legal requirements.

Access to information obtained from the MVR is strictly controlled and monitored in accordance with applicable legal, security, and privacy requirements. All handling of information is carried out in accordance with the Privacy Act 2020 and Secure Parking NZ’s Privacy Policy.
